International Symposium on the 20th Anniversary of the Turkish Probation System

Dear Esteemed Colleagues,

It is with great satisfaction that we announce the celebration of the 20th anniversary of integrating probation services into our criminal justice system in 2025.

The probation system represents a multidimensional mechanism of rehabilitation and enforcement within the criminal justice framework. It enables suspects, defendants, or convicted individuals to serve a portion of their sentence within the community, while simultaneously being subjected to supervision, monitoring, guidance, and rehabilitative processes. This structure reflects a shift from purely punitive approaches toward a more restorative and socially integrative model of justice, emphasizing the reintegration of individuals into society under structured and professionally guided oversight.

This system is supported by a comprehensive set of structured programs and services designed to ensure that individuals remain under supervision without being isolated from society, to reduce criminogenic risk factors, and to minimize the likelihood of reoffending.

Probation functions not merely as a supervisory mechanism aimed at safeguarding public security, but also as a comprehensive rehabilitative process. It addresses the psychosocial needs of the individual, prioritizes social reintegration, and aims to enhance community cohesion by facilitating the offender’s adjustment and reintegration into society.

Over the past 20 years, the probation system in our country has developed considerably, with an increase in both its activities and its diversity. It has become an organization operating through 149 centers, with a central and provincial structure, various offices, and related units, employing 6,128 personnel.

The fundamental architecture of the probation system is built upon four main pillars: supervision, community service, rehabilitation programs, and activities aimed at combating addiction.

In the year 2025, as we celebrate the 20th anniversary of probation, we are planning to organize a symposium with national and international participation, in line with our goal of building a future vision for our criminal justice system. With this symposium, which will be held on December 1–3, 2025, at the Antalya (ATGV, https://www.atgvantalya.com)  we aim to crown our institutionalization within the probation system.

In this context, we would be greatly pleased to receive contributions from those who wish to submit papers, present posters, or propose panels or workshops on topics aimed at strengthening the probation system within the criminal justice system—particularly, though not limited to, the subjects listed below.

Participants
The symposium is open to participation by academics, researchers, practitioners, and field professionals from both domestic and international backgrounds who are related to the subject matter.

Symposium Schedule
Titles and abstracts of papers (in Word format, Turkish-English, 300–800 words) must be submitted to sempozyumds2025@gmail.com by September 1, 2025.
Applicants whose abstracts are accepted will be notified by September 20, 2025.

Final versions of the papers by those whose abstracts are accepted must be submitted to the above address by December 31, 2025. Following the symposium, papers will be published after evaluation by the members of the “Symposium Scientific Committee.”

Additional Information
The presentation duration is 15 minutes (10 minutes for presentation and 5 minutes for question and answer).
The full responsibility for the content of the papers lies with the author/s.
Each participant may submit a maximum of three papers to the symposium.

Participants who submit their paper abstracts and full texts to the "Symposium Organizing Board" are deemed to have granted permission for the electronic publication of their abstracts and full texts. No copyright fees will be paid to the authors.

Papers for which the full text is not submitted will not be included in the "Symposium Proceedings."

Participation in the symposium is also possible through poster presentations, panel proposals, or workshops.

There will be no participation fee for the symposium. Accommodation and transportation expenses of those whose applications are accepted will be covered by our institution. Participants other than these will be responsible for their own transportation and accommodation expenses.

Writing Rules

The text should be applied on both sides in Word format, using Times New Roman font, size 12, with 1.5 line spacing. At the end of the work, references should be included in which the sources used are listed in alphabetical order according to the authors' surnames.

Citation Rules: One of the citation styles, either APA or OSCOLA, must be selected.
